Odisha Chief Minister Mohan Charan Majhi has unveiled Odisha Vision 2036 and 2047 to transform the state into a developed ‘Vikasit Odisha’ by 2036. Announced during a consultation workshop for the Vision Odisha 2036 and 2047 documents, this strategic initiative, termed ‘36 for 36,’ comprises 36 flagship programmes aimed at catalysing growth across critical sectors. To elevate Odisha’s economy to $500 billion by 2036. This vision reflects a commitment to inclusive progress, innovation, and the aspirations of Odisha’s 4.5 crore citizens.
What are the Strategic Sectors for Transformation Under Odisha Vision 2036 and 2047?
The ‘36 for 36’ initiative identifies 36 priority areas to drive holistic development. These encompass economy, industry, education, health, infrastructure, agriculture, tourism, science and research, innovation, women empowerment, rural development, tribal welfare, Odia language, culture, and the promotion of Odia ‘Asmitha’ (pride). By adopting a ‘whole of government’ approach, the state aims to ensure seamless coordination across departments to deliver tangible outcomes. A key focus is on uplifting the underprivileged, with measures to ensure basic amenities reach the most marginalised communities by 2036.
A People-Centric Vision Document

The Vision Odisha 2036 document is being crafted with unprecedented public participation, embodying the principle of being “for the people and by the people.” Over 3.2 lakh suggestions have been gathered from citizens within Odisha and the global Odia diaspora. Odisha has pioneered the use of artificial intelligence (AI), becoming the first state in India to leverage AI for drafting a vision document. This innovative approach ensures data-driven insights and precision in aligning the document with public aspirations. Additionally, the government has sought feedback from experienced MLAs and MPs. The draft is nearing completion, with final refinements underway following consultations with experts.
Consultation Workshop Across the State for Odisha Vision 2036 and 2047
To ensure the vision resonates across Odisha’s diverse regions, the government has organised a series of workshops. A state-level workshop was held recently, with three regional workshops planned in Sambalpur, Balasore, and Jeypore. These platforms facilitate dialogue with stakeholders, ensuring the vision document reflects the needs and ambitions of all sections of society. This participatory approach reinforces the document’s role as a collective promise to Odisha’s people.
The vision for 2036 is about transforming Odisha as well as contributing to India’s broader goal of becoming a developed nation by 2047. By focusing on innovation & infrastructure, Odisha aims to set benchmarks in governance and development. The emphasis on sectors like science, research, and tourism highlights the state’s potential to lead in emerging fields. The promotion of the Odia language and ‘Asmitha’ further strengthens the state’s unique identity.
By integrating cutting-edge technology like AI, engaging citizens at every step, and prioritising 36 key areas, Odisha is charting a bold path towards sustainable development.
