Following the success of the Utkarsh Odisha – Make in Odisha Conclave, the 135th State Level Single Window Clearance Authority (SLSWCA) meeting, chaired by Chief Secretary Manoj Ahuja, has approved 19 major projects with a total investment of ₹6,117.52 crore in Odisha 2025. These initiatives, spanning 10 high-impact sectors, are set to create 17,286 jobs across 11 districts, including Bolangir, Cuttack, Ganjam, Jajpur, Jagatsinghpur, Jharsuguda, Kalahandi, Khordha, Kandhamal, Rayagada, and Sambalpur.
Biofuel and Green Energy
Odisha is taking bold steps toward sustainability with significant investments in biofuel and green energy. Transpacific Engineering Private Limited will invest ₹900 crore to establish a bio coal plant in Sambalpur, creating 630 jobs and promoting cleaner energy alternatives. In the green energy sector, Sai Sudha Motors Private Limited will set up a ₹68.58 crore solar module manufacturing facility in Khordha, generating 350 jobs. These projects reflect Odisha’s commitment to harnessing renewable energy, ensuring a greener future while providing employment opportunities for its people.
Biotechnology and Chemicals: Advancing Innovation

The biotechnology and chemicals sectors are witnessing remarkable growth. Sapigen Biologix Private Limited will invest ₹854.32 crore to establish a vaccine manufacturing plant at Odisha Biotech Park in Khordha, creating 850 jobs. ARCL Organics Limited will set up a ₹500 crore specialty chemicals manufacturing unit in Jagatsinghpur, employing 725 individuals. Additionally, RCC Laboratories India Private Limited will invest ₹55.36 crore in a preclinical testing and animal breeding facility in Khordha, generating 134 jobs. These initiatives highlight Odisha’s growing role in scientific innovation, offering skilled opportunities to its youth.
Pipeline and Data Infrastructure

Infrastructure development remains a priority for Odisha in 2025. Hindustan Petroleum Corporation Limited will invest ₹868 crore to lay a high-speed diesel and petrol pipeline across Rayagada, Bolangir, and Kalahandi, creating 168 jobs and improving fuel distribution. Zoho Corporation Private Limited will establish a ₹306.50 crore data centre in Khordha, employing 90 individuals and enhancing digital connectivity. These projects ensure that Odisha’s urban and rural areas are better connected, fostering economic growth and access to technology.
Shipbuilding and Steel Industries

The shipbuilding and steel sectors are set to bolster Odisha’s industrial landscape. Chowgule Lavgan Shiprepair Private Limited will invest ₹550 crore in a shipbuilding and repairing yard in Jagatsinghpur, creating 1,000 jobs. In the steel sector, Nezone Steels Utkal LLP will establish a ₹470 crore colour coating sheet manufacturing unit in Jajpur, employing 240 individuals, while Corewire Surface Technology Private Limited will set up a ₹50.10 crore steel rolls manufacturing and rebuilding unit in Jajpur, generating 85 jobs. Additionally, CMR Aluminium Private Limited will invest ₹234.14 crore in a liquid aluminium alloy plant in Sambalpur, creating 200 jobs. These projects honor the hard work of Odisha’s industrial workforce while positioning the state as a leader in heavy industries.
Food Processing

The food processing sector is experiencing significant growth, benefiting local communities. Hindustan Coca-Cola Beverages Private Limited will invest ₹515.32 crore to expand its food processing unit in Khordha, creating 441 jobs. Geofast Industries (India) Limited will establish a ₹108 crore unit in Khordha to produce ready-to-drink beverages, personal care products, condiments, and sauces, employing 400 people. These initiatives not only create jobs but also support Odisha’s agricultural sector by providing a market for local produce.
Textiles and Apparel

Odisha’s textile and apparel sector is thriving, blending tradition with modernity. Shri Mahavir Ferro Alloys Private Limited will invest ₹115 crore in Cuttack to manufacture 1,200 MT of fabric, 30 lakh T-shirts, and 22 lakh casual wear pants, creating 10,000 jobs. Iron Triangle Limited will invest ₹113.50 crore in Balangir to produce 10 lakh towels and 20 lakh ethnic wear garments, employing 1,150 individuals. These projects celebrate Odisha’s rich weaving heritage while providing economic opportunities for artisans and workers.
Plastics Sector
The plastics sector sees a new entrant with Sanyam Tie Up Private Ltd investing ₹107.50 crore in a facility in Jharsuguda for surface protection films, LDPE shrink films, PE liners, tarpaulin, and recycling, creating 175 jobs. This project highlights Odisha’s focus on modern industries while emphasizing sustainable practices through recycling initiatives.
Tourism and Hospitality
Odisha’s tourism and hospitality sector is poised for growth, inviting the world to experience its cultural and natural treasures. Ashirbad Engineering and Construction Pvt Ltd will invest ₹139 crore in a 5-star hotel in Khordha, creating 254 jobs. Somolo Eco Resorts Private Limited will develop a ₹110 crore luxury eco-resort in Ganjam, employing 219 individuals, while Tavasya Hospitality Pvt Ltd will invest ₹52.20 crore in an eco-resort in Kandhamal, generating 250 jobs. These projects promote sustainable tourism, preserving Odisha’s heritage while creating opportunities for local communities
