The success of India’s pioneering Kochi Water Metro, launched on April 25, 2023, has paved the way for a transformative public transport model. Managed by Kochi Metro Rail Ltd (KMRL), this hybrid-electric boat system has ferried 40 lakh passengers in its first two years, proving its viability as a sustainable, efficient, and commuter-friendly alternative to road-based transport. Inspired by this achievement, the Union government has announced plans to replicate the water metro in 21 locations across 11 states and two union territories, including Cuttack and Chilika in Odisha.
Blueprint for Expansion in Cuttack and Chilika

The expansion plan, guided by the Ministry of Ports, Shipping and Waterways, involves conducting feasibility studies in cities such as Prayagraj, Varanasi, Ayodhya, Patna, Ahmedabad, Surat, Goa, Kolkata, Mumbai, and Odisha’s Cuttack and Chilika. These studies, led by expert civil and marine engineers, assess critical factors like water body quality, flow patterns, population density, docking locations, traffic data, and propulsion viability. Initial assessments have been completed in Prayagraj, Varanasi, Ayodhya, and Mumbai, with the latter’s study submitted to the Maharashtra government, awaiting cabinet approval. In Odisha, the inclusion of Cuttack and Chilika paves the way for the state’s strategic waterways, which hold immense potential for modern public transport systems.
Kochi’s Model of Success & Proposals

The Kochi Water Metro operates 19 hybrid-electric boats across key terminals like High Court, Fort Kochi, Vypeen, Vyttila, and Kakkanad, with four additional boats under trial. These boats, constructed by Cochin Shipyard, offer a clean, comfortable, and affordable travel experience. The project has garnered global attention, with the World Bank expressing interest in partnerships and international stakeholders seeking to emulate its success. During a review visit, Union Minister Sarbananda Sonowal praised the initiative, crediting Prime Minister Narendra Modi’s leadership for reviving India’s neglected waterways.
Odisha’s Strategic Advantage in the Replication of Kochi Water Metro

For Odisha, the proposed water metro in Cuttack and Chilika is a significant step toward sustainable urban development. Cuttack, a historic city with the Mahanadi River flowing through it, is well-positioned to benefit from water-based transport, easing road congestion and enhancing connectivity. Chilika, Asia’s largest brackish water lagoon, offers unique opportunities for eco-friendly transit, potentially boosting tourism while preserving its ecological balance. The feasibility studies will evaluate how these water bodies can support safe, efficient, and scalable transport systems, aligning with the government’s vision of green and inclusive growth.
A Vision for Sustainable Mobility

As Sonowal noted, the system provides “an economical, environmentally friendly, and modern travel experience” with top-notch safety protocols and commuter amenities. By reducing dependence on fossil fuel-based transport, the water metro will help curb pollution and promote last-mile connectivity. For cities like Cuttack and Chilika, this could mean improved accessibility.
