On March 27, 2025, the 40th HLCA Odisha government, led by Chief Minister Mohan Charan Majhi, approved ten landmark investment projects worth ₹1,65,303 crore. These initiatives are projected to generate 51,939 jobs spanning across seven districts namely Bhadrak, Cuttack, Ganjam, Keonjhar, Khurda, Mayurbhanj, and Rayagada.
Strengthening the Metal Industry

Vedanta Ltd is spearheading two transformative ventures in Rayagada district. A 6 MTPA alumina refinery, backed by a ₹50,537 crore investment, will create 8,700 jobs, while a greenfield 1.2 MTPA aluminium smelter, with ₹40,991 crore, will employ 7,200 individuals. In the steel sector, JSW Steel Limited will establish a 5 MTPA integrated steel plant in Keonjhar with a ₹35,000 crore investment, generating 8,000 jobs. Shyam Steel Works Private Limited will set up a 1.5 MTPA steel plant in Bhadrak for ₹5,200 crore, offering 6,000 jobs, and OCL Iron and Steel Limited will expand its Keonjhar operations with a ₹3,000 crore investment, adding 3,500 jobs. These efforts solidify Odisha’s legacy in metal production.
Odisha Pioneering Green in Energy Solutions
Odisha is carrying sustainability with projects in power generation and green energy. Orissa Thermal Energy Limited will establish a 2,400 MW coal-based thermal power plant in Cuttack, supported by an ₹18,450 crore investment and creating 8,100 jobs. In the green hydrogen domain, Shreetech Data Limited will invest ₹1,560 crore in Mayurbhanj to produce 9 KTPA of green hydrogen, generating 1,130 jobs. Meanwhile, World Green Energy Pvt Limited will establish a ₹1,475 crore facility in Ganjam to manufacture solar modules and photovoltaic cells, employing 814 people.
40th HLCA Odisha Diversifying With Rare Minerals and Engineering
The state is also expanding into rare earth minerals and engineering goods. Orissa Metallurgical Industry Private Limited will invest ₹8,000 crore in a titanium complex in Ganjam, producing titanium slag, pigment, and sponge, while creating 8,000 jobs. In Khurda, Jupiter Tatravagonka Railwheel Factory Private Limited will expand its railway equipment manufacturing unit with a ₹1,090 crore investment, adding 495 jobs. These projects highlight Odisha’s ability to diversify its industrial portfolio.

The approvals, granted at the 40th High-Level Clearance Authority (HLCA) meeting chaired by Chief Minister Mohan Majhi, reflect a government steadfast in its pursuit of progress. The Industries Department stated, “Odisha is poised for a transformational leap in industrial growth, further cementing its status as a premier investment hub.”
