On March 20, 2025, Odisha’s Centre for Integrated Rural and Tribal Development (CIRTD) was awarded the prestigious 12th Shambhavi Puraskar by the Bansidhar and Ila Panda Foundation (BIPF) for its remarkable contributions to rural development in Sundargarh district. This recognition celebrates CIRTD’s tireless efforts towards uplifting its communities through inclusive growth.
Shambhavi Puraskar to CIRTD for Empowering Lives in Sundargarh

Nestled in the northern part of Odisha, Sundargarh is a region abundant in natural resources yet marked by economic disparities. CIRTD has emerged as a transformative force here, touching the lives of farmers, women, children, and youth through well-planned initiatives. By focusing on sustainable development, the organisation has introduced programmes that enhance livelihoods, improve access to education, and promote skill-building. For farmers, CIRTD has brought innovative agricultural practices that boost productivity while preserving the environment. Recognising Dr Sibaji Panda’s Contribution

Alongside CIRTD’s achievement, the ceremony highlighted another inspiring story from Odisha. Dr Sibaji Panda, Founder of Happy Hands School for the Deaf, hailing from Sonepur, received the Jury Commendation Certification, which includes a cash prize of Rs 1 lakh and a citation. His work focuses on supporting children with hearing impairments, helping them overcome barriers and unlock their full potential. Dr Panda’s efforts showcase the power of individual commitment in addressing specific community needs.
Shambhavi Puraskar: A Legacy of Grassroots Change

Instituted in 2014 by BIPF, the Shambhavi Puraskar has grown into a symbol of hope and empowerment. Over the past decade, it has celebrated more than 20 grassroots changemakers who have reshaped Odisha’s rural landscape. The award not only provides financial support but also inspires others to contribute to society. This year’s ceremony was graced by Union Minister of State for Skill Development & Enterprise and Education Jayant Singh Chaudhury as the chief guest and Padma Shri Prof. Dr Ashok Kumar Mohapatra as the guest of honour.
Speaking at the event, Minister Chaudhury praised Odisha’s potential, stating, “Odisha is a resource-rich state and skill development is very important for people here. Institutionally, Odisha is ahead of the game. But like any resource-rich region, there is economic disparity among the people. To bridge this, more entrepreneurs who can provide jobs are needed.” His words highlight the need for collective efforts to turn Odisha’s resources into opportunities for all. Prof. Dr Mohapatra added a profound insight, saying, “Transformation begins when potential within communities is recognised and nurtured.” Together, their messages reinforce the ethos of the Shambhavi Puraskar.

A standout moment of the event was a fireside chat moderated by Shaifalika Panda, Trustee and Founder CEO of BIPF and Chief of CSR (Special Initiatives) at IMFA. The discussion brought together Minister Chaudhury, Dr Mohapatra, and young representatives from the skill sector and schools. It explored the aspirations, challenges, and opportunities facing Odisha’s youth. The conversation emphasised the importance of skill development and career preparedness in addressing economic gaps. Shaifalika Panda aptly noted, “Real transformation is rooted in deep human connection. By uplifting communities, awardees are not just improving lives but reshaping the future with compassion and commitment.”
